Requirements

National Diploma (NQF 6) / Degree (NQF 7) in Human Resources Management / Industrial Relations / Industrial Psychology / Public Administration/Management or Social Science, recognised by SAQA. A minimum of 5 Years’ experience in the Human Resource Planning and Reporting environment of which 3 years must be at a junior managerial level. A valid driver’s Licence. COMPETENCIES: Knowledge of the Public Service Act, Public Service Regulations, DPSA Directive on Public Administration and Management Delegations, Human Resource Planning Strategic Framework. SKILLS: Strategic and operational planning, Communication, Facilitation, Computer literacy, Report writing, Time management Leadership, Project management, Planning and Organising, Presentation, People Management. ATTRIBUTES: Decisive, Team worker, Proactive, Quality-oriented, People-oriented, Diversity-focused, Flexible and change oriented, Initiative and self-driven.


Duties

Review and update the Human Resources Management (HRM) Delegations. Implement all required Delegations documentation as required by DPSA. Facilitate establishment and approval of the HR Assessment Committee as per DPSA requirements. Facilitate the process of completing the HR Assessment questionnaire and the development of the HR Assessment Report including approval and timeous submission to OOP and DPSA. Develop and annually review the HR Plan as informed by the Departmental strategic plan and IDMS capacity requirements. Develop and annually review the HRPIR in line with DPSA HR Planning templates. Develop and annually review the HR Strategy as informed by HR Plan priorities. Coordinate the development, review, approval and implementation of HRM Policies in collaboration with the Policy Unit. Manage the repository of all HRM Polices in conjunction with the Registry Office. Manage timeous communication and coordination of all requests for information by Auditors. Quality assure and submit all audit responses within prescribed time frames. Manage timeous communication and coordination of information requested by Legislature and any other oversight institutions. Quality assure and submit all Legislature responses within prescribed time frames. Facilitate the development, quality assurance and timeous submission of HRM Operational Plans. Manage coordination, quality assurance and timeous submission of consolidated monthly, quarterly and annual performance reports. Sign performance agreements for the unit based on approved Job Descriptions. Strategic and Annual Performance Plans of the Department. Manage human resources in the unit and maintain discipline. Manage training and development of personnel according to agreed training interventions. Manage the provision of equipment required by personnel for achievement of outputs in their respective Job Descriptions. Provide regular verbal and written feedback aligned to quarterly performance assessments to personnel on performance. Mentor and coach personnel. Develop and update the service delivery and work plan for the Unit. Provide sufficient guidance to personnel in terms of the service delivery plan, work plans, core business roles and priorities of the Department through quarterly personnel meetings. Manage skills transfer between personnel in the unit and outside technical assistants and/or consultants. Plan and allocate work responsibilities and processes to control work performance including quality assurance.
