Requirements

National Diploma (NQF 6) /Degree (NQF 7) qualification in Human Resources Management / Industrial Relations / Industrial Psychology as recognised by SAQA. A minimum of 3 Years’ experience in recruitment and appointment, of which 2 years should be at supervisory level. A valid driver’s Licence. COMPETENCIES: Knowledge of GPG and DID policies and procedures, Relevant legislation and Public Service Regulations. Understanding of expectations of customers. Knowledge of Contracts. Management information knowledge. Project management methodologies, Policy development, Change management. SKILLS: Problem solving, Diversity awareness, Communication, Analytical, Initiative, Innovation/ continuous improvement, Presentation, Report-writing, Planning and organising. ATTRIBUTES: Cost conscious, Flexible/ change oriented, Proactive and resourceful, Quality oriented, Innovative, Decisive, Strategic and Influential.


Duties

Review job requisitions and ensure positions have the appropriate approvals and justification, and report discrepancies. Manage weekly advertising schedule, ensuring all the departments’ adverts are correctly placed, quality assured, and the necessary authorisation obtained. Assist with the off-site recruiting activities including participation in job fairs and professional information sessions. Participate in graduate recruitment, Employment Equity as well as Disability recruitment programmes. Supervise the capturing of manually submitted CV’s. Quality assure the first level filtering of candidates after closing date. Oversee and assign pre-screening, short-listing and interview facilitation to ensure compliance and effective utilisation of resources. Maintain database of checks submitted and results received. Escalate outstanding results for follow up. Serve as alternate committee member on on-boarding committee and provide inputs and reports as required. Quality assure documents for monthly handover to HR Operations unit and follow up and report problems in terms of processing of appointments. Maintain monthly information regarding new appointments. Ensure all recruitment policies, procedures and techniques are adhered to and give inputs during policy and strategy reviews. Supervise the responses sent to candidates on support queries on daily basis. Sign performance agreements for the Sub Directorate based on approved Job Descriptions, Strategic and Annual Performance Plans of the Department. Manage human resources in the Sub Directorate and maintain discipline. Manage training and development of personnel according to agreed training interventions. Manage the provision of equipment required by personnel for achievement of outputs in their respective Job Descriptions. Provide regular verbal and written feedback to personnel on performance. Mentor and coach personnel. Determine the Human Resources needs of the Sub Directorate in consultation with Corporate Services. Develop and update the service delivery and work plan for Sub Directorate. Provide sufficient guidance to personnel in terms of the service delivery plan, work plans, core business roles and priorities of the Department through quarterly personnel meetings. Manage and direct skills transfer between personnel in the Sub Directorate and outside technical assistants and/or consultants. Plan and allocate work responsibilities and processes to control work performance including quality assurance.
